The Office of Budget and Planning will be working to approve LFB Shell submissions as they come in. Once your shell has been approved it will be loaded into the system on the following dates and reflect in reports on the following business day:

No, the incomplete and complete save buttons are for departmental use only. The Office of Budget & Planning will accept all information in your LFB budget submission regardless of how it is saved.
