The current RCM Model is allocating SCH by course owner for FY19 and beyond. The expectation is to allocate SCH by course owner for FY20-FY22. Please note, this is the current recommendation of the RCM Review Committee and has not been approved.
Please prepare something high-level for The Provost Office. Our office will send your budget narrative, Planned Uses of Reserve spreadsheet, and our analysis to their office once it's been submitted by the College/Division.
You can enter at either level. It will vary by College/Division. If you do enter at the College/Division level, be sure to enter at the "ONLY" level.
When analyzing fund balances variances, use the Fund Balance Analysis Report (Analytics > All Funds Multi-Year > AFMY Supplemental Reports). Explain variances at the College/Division Level by selecting "College RCU Reserve" or "Support Center Reserve". You can analyze the report if you need to further research variances by Sub Fund, Organization, or Account.

In FY20 the Office of Budget and Planning will process Perm budget changes in the amounts equal to the FY18 billed amounts to each college and support unit. Please note, this is the current recommendation of the RCM Review Committee and has not been approved.
A row that automatically calculates fund balance will be added. The unrestricted, auxiliary, and other restricted balances will remain editable. If a college/division has those apportions, they can enter that data.
UAIR has indicated that selecting the "Refresh" option next to "Analyze" at the bottom of each report will generally result in your report populating. The "Refresh" button in Analytics continues the existing query and does not start the query over and most of these reports simply take a little longer than the system default time-out to return results.
If you have the contract in-hand and are confident in planning either the sources or uses please include in your AFMY submissions. If you are unsure on how these will post within your units, but are generally aware of the initiatives please explain your understanding within your narrative. Please plan the Sources as Other Fund Sources.
Yes, please plan for the continuation of TRIF funds within Other Fund Sources.
This process should empower you to engage in those conversations. The entire University is completing this submission at the request of the CFO and Provost and you should use this knowledge to help you start those conversations. We would advise you to use the Narrative as a place for you to start. If you can work with your leadership to complete the Narrative then you can translate those findings into a financial planning picture. The entire point of this exercise is for the University to begin having discussions about our future direction and the associated financial plans that will support that direction.
You should assume the Base reduction associated with the UITS FTE charge. If you have additional information on reductions to your units, then yes, you should include those plans. If nothing has been communicated from your leadership, then there would be nothing to include
This spreadsheet should only be filled out if your fund balance reserve exceeds the threshold outlined on the AFMY Fund Balance Analysis dashboard. The amount you should be entering is your FY18 ending fund balance from this dashboard. If your fund balance does exceed this amount, then you should calculate your expected reserve and place that figure as a negative number in cell D8. You should then enter a more detailed explanation of your use of those reserves as negative amounts within the template. Please see the example tab for the types of detail that would be helpful in our analysis. These commitments will show up in one of two places within your AFMY submissions in Adaptive: 1) as expenditures or 2) as Transfers Out to other units. Please view this template simply as another way to explain your changes in fund balance not afforded to you on either the Narrative or the Adaptive sheet. Please do not worry about tying out figures in this spreadsheet to Adaptive, reconciling the two, or providing some sort of crosswalk between the two. This template is just another among several communication tools available to you to describe your upcoming plans.
